There are three costs and they are unrelated: the representative's fee, which runs from €199 to about €945 in year one depending on provider; the scheme's per-kilo tariff, which is what Ecoembes or Envalora charge for your materials; and, if you use non-reusable plastic, an excise tax of €0.45/kg that is not an EPR cost at all. For a small e-commerce seller the scheme tariff is usually the smallest of the three. Three costs, not one
Almost every quote you will be given conflates these, so separate them first:
- The representative's fee. An annual service charge for taking the legal role, registering you and filing your declarations. Ours is €199. Others run to €945 in the first year.
- The scheme's tariff. What Ecoembes, Ecovidrio or Envalora charge per kilo of packaging by material. This is theirs, not your representative's, and no honest provider marks it up.
- The plastic tax. €0.45/kg on the non-recycled fraction of non-reusable plastic packaging. A tax, administered by the tax authority, owed regardless of who represents you.
What representatives charge
The Spanish market is unusually opaque: most providers publish no price at all. The ones that do, read on 30 September 2026:

What the schemes charge
Ecoembes published its 2027 Punto Verde schedule on 2 July 2026. The headline household rates, per kilo: plastic film €1.269, other rigid plastics €0.773, PET trays €0.682, beverage cartons €0.544, HDPE €0.282, PET bottles €0.278, steel €0.197, paper and cardboard €0.117, aluminium €0.040.
Commercial and industrial packaging is charged far less — rigid plastics €0.173, paper €0.037 — which is why it matters whether your packaging reaches consumers or businesses.
The decision that actually moves the bill
Look again at those two numbers: plastic film €1.269/kg against paper and cardboard €0.117/kg. Film costs almost eleven times as much per kilo.
For an e-commerce seller shipping in poly mailers, switching to paper-based packaging is a far larger lever on the annual bill than the choice of representative — and nobody selling you representation has any reason to mention it. On a tonne of shipping material that single change is the difference between roughly €1,270 and €117.
A worked example
A seller shipping 4,000 parcels a year into Spain, mostly cardboard, with about 1.2 t of cardboard and 60 kg of film:
- Representation: €199
- Ecoembes: 1,200 kg × €0.117 = €140, plus 60 kg × €1.269 = €76 — about €216
- Plastic tax: only on non-reusable plastic packaging, on its non-recycled fraction
Roughly €415 all in, of which more than half is the scheme's, not ours. Note how the 60 kg of film costs more than half of what 1.2 tonnes of cardboard does.
