A count of the public list MITECO publishes for the packaging section of the Registro de Productores de Producto (RPP): registrations, the NIF letters of the companies listed, and the year in each registration number.

How it was counted
- We downloaded the list MITECO links from its RPP page (an .xlsx file, replaced about once a month) and counted it. MITECO publishes no checksum; the MD5 of the file we counted is 5beaa499154f1681c18d6771ba811d0f.
- Each row is one registration with its own number (ENV/year/number). No registration number appears twice, and no NIF appears twice.
- The letter at the start of a NIF is set by Orden EHA/451/2008: N for legal persons and entities without Spanish nationality (art. 4), W for permanent establishments of non-resident entities (art. 5).
- The list shows no NIF for 5,464 registrations. MITECO says the document takes personal data protection rules into account.
What the count does not tell you
- An N at the start of the NIF says the entity does not have Spanish nationality. It does not say where the company is established, or whether it needs an authorised representative: MITECO's own page says a manufacturer with a subsidiary in Spain does not need one.
- The year in a registration number is a feature of the number. It is not presented here as the date of registration.
- The list shows who is registered. It does not show whether a producer has declared, joined a scheme or paid.
Selling into Spain without a Spanish company?
Since 12 August 2026, PPWR Article 45(3) requires an authorised representative established in Spain. We are that representative, for €199 a year.
