Which one applies to you

Essential is the whole legal duty. Everything RD 1055/2022 and PPWR Article 45(3) require is in it — the representation, the RPP registration, your ENV number, the SCRAP contract and both annual declarations. Nothing mandatory has been moved up a tier. Standard adds what sits on top of the duty: we watch the rules for you and tell you when something changes, and you go to the front of the queue. Custom is for companies that also place electrical equipment or batteries on the Spanish market — those register separately in the RII-AEE and are quoted by hand.

What the €199 fee covers

Everything RD 1055/2022 and PPWR Article 45(3) require of a producer with no establishment in Spain:

  • Designation as your representante autorizado, established in Spain
  • Registration in the Registro de Productores de Producto, and your ENV number
  • The written mandate appointing us
  • Membership of the applicable SCRAP, contracted in our name
  • The annual declaration of packaging volumes to the scheme
  • The annual declaration in the RPP at MITECO
  • Correspondence with MITECO and with the scheme
  • Household and commercial packaging, on any sales channel

What it does not cover

  • Scheme fees — what Ecoembes, Ecovidrio or Envalora charge per kilo is theirs, passed through at cost with no markup.
  • The plastic tax — an excise tax of €0.45/kg on non-recycled, non-reusable plastic, administered by the Agencia Tributaria. A tax matter, not representation.
  • A Spanish NIF — a foreign company needs one beginning with N before it can be registered in the RPP. We obtain it for you at cost — a prerequisite, not an upsell.
  • Historical regularisation — if you sold into Spain before registering, past years are quoted separately.
  • Electricals and batteries — they register in the RII-AEE, not the RPP, and are quoted by hand.

How the appointment works, and why the scheme contract is in our name

RD 1055/2022 requires a producer with no establishment in Spain to designate a natural or legal person in Spanish territory to discharge the producer's obligations. We act for you, in our own name

For the obligations we take on, we deal with MITECO and with the scheme as the responsible party. That is why the SCRAP contract is concluded by us rather than by you, and why the correspondence comes to us.

Your registration stays yours

The RPP entry and the ENV number identify your company. They are yours, they stay yours, and if you ever leave us you keep them. We are recorded as your representative, not as the owner of your file.

One representative per member state

Representation is appointed per country, and the representative must be established in that country. A Spanish representative cannot cover Germany or France, whatever a provider's marketing implies.

If you already have an RPP registration made by someone else, nothing is re-registered. We are recorded against the existing entry.

Household or commercial packaging — and why it changes the bill

Spanish law splits packaging by who receives it, and the two halves go to different schemes at very different rates. Getting the split right is part of the fee.

  • Household packaging typically ends up with a private consumer. Light packaging goes to Ecoembes; glass goes to Ecovidrio.
  • Commercial and industrial packaging reaches businesses only. It goes to Envalora or another industrial scheme, at markedly lower rates — rigid plastics at €0.173/kg against €0.773/kg for the household equivalent.
  • A company selling to both needs both contracts. That is included here rather than sold as an upgrade, because a producer that needs both and holds one is not compliant.

The two routes

Household — Ecoembes and Ecovidrio

Packaging that reaches private consumers. Charged per kilo by material on the Punto Verde schedule, with eco-modulation for design.

Commercial and industrial — Envalora and others

Packaging that reaches businesses only. Lower rates, different scheme, same registration.

The honest limit: we are a compliance office, not a waste contractor. What the fee buys is the registration, the representation, the scheme contract and the declarations. Physical collection, where it is genuinely needed, is a separate contract with a waste manager at their price.

Questions people actually ask

Why is €199 cheaper than most of the market?
Because the work is a fixed annual job — one registration, one scheme contract, two declarations — and we price it that way rather than by your weight. Providers that tier by tonnage are charging more for the same paperwork.
Are scheme fees included?
No, and no honest provider includes them. Ecoembes and Envalora charge per kilo by material; we pass their charge through at cost and publish their rates so you can check it.
Do I need a Spanish NIF?
Yes, if you are a foreign company. MITECO registers producers in the RPP <i>by NIF</i>, and the digital certificate used to file is issued against it, so a Spanish NIF beginning with N has to exist first. It is requested from the AEAT through a representative holding a Spanish NIF or NIE — that is us. We arrange it at cost rather than as a margin line.
What if I have been selling into Spain for years already?
Then past years have to be quantified and declared, which is quoted separately because the work depends on how far back it goes. It is cheaper handled deliberately than discovered later.
Is the fee really flat?
Yes. No volume tiers, no setup fee, no charge per marketplace. The one thing that varies is what the scheme charges for your kilos, and that is theirs, not ours.

Selling into Spain without a Spanish company?

Since 12 August 2026, PPWR Article 45(3) requires an authorised representative established in Spain. We are that representative, for €199 a year.
