Quick answer

No, each has its own register. Packaging is registered in the packaging section of MITECO's Registro de Productores de Producto (RPP), which issues the ENV number. Electrical and electronic equipment (RD 110/2015) is registered in the RII-AEE, and batteries in the RII-PYA, the national register of battery producers. Etsy's Spain page lists all three and asks for each number separately. The box and filling around an electrical product are packaging, so they go in the RPP as well.
