Do I have to join a SCRAP before I can register in the RPP?

Yes, in practice: the registration asks for a SCRAP per packaging category and a certificate from it proving you take part.

Quick answer

In practice, yes. MITECO's note of 13 August 2026 says that the RPP registration must attach a certificate issued by the SCRAP showing that the producer takes part in it, whether you joined directly or through a one-stop shop or an agreement between schemes, and that the SCRAP must be authorised for the packaging category concerned. The registration form asks you to pick a SCRAP for each category of packaging you place on the market. MITECO publishes the list of SCRAPs with definitive or provisional authorisation. MITECO
